Driving Without a License

It is illegal in all states to operate a motor vehicle if you have never been issued a license, if your license is temporarily suspended, or if your license has been permanently revoked. Most states allow that there is a difference between driving without a license and driving without proof of licensing. That latter refers to when a legally licensed driver, for whatever reason, drives without his/her license.
