Paypal requires one to be verified in order to make
transactions. To verify the account you need to add
your bank's routing number and your account number.
Then look at your statement and enter the amount they
deposited.


If one were to take a routing number of a bank off
their site and  guess at the account until he found
one. Then guess at the amount deposited, assuming he
got through.

Would this be considers identity theft?

Also. If one does not use any money from the account,
just to make it verified.

I think it is identity theft as well as he should be a accused of IT law also.
