Thomas W. Horn

Biographical Information

A record of experience in local government matched by few members of the legal profession from volunteer service to business owner to elected office and government employee. A strong advocate of children and management rights when entrusted with the interests of his neighbors on a school board. He describes those nine years of service as "…one of the most meaningful and productive periods in my life."

Mr. Horn moved to the other side of the negotiating table just a year later to become a strong and reasonable labor leader. For more than a decade, through innovative negotiations and broad-based changes, the expectations of a battered workforce and a dysfunctional municipal bureaucracy were reformed. Leading a small team comprised of members from labor and management, the previously untouchable subjects, such as "comparable worth" and the productivity life cycle moved from the halls of academia into reality and began to change the lives of ordinary men and women.

In each realm of labor relations, Mr.Horn's efforts and ideas meant success for those he worked for and respect for those who thought themselves at cross-purposes with the public goals of those represented by this local leader.
