After reviewing a broad range of reports and issues about the operation of Solano Community College, the Solano County grand jury has expressed strong concerns about the college's fiscal and management practices. The civil grand jury is an arm of the Superior Court and is empowered to examine all aspects of city and county government as well as prisons, jails and special districts.
