James R. Foley attended public schools in both Tennessee, North Carolina and Alabama. He graduated in 1967 from Athens College after having served as the President of his senior class. Upon graduation, James R. Foley spent two years serving in the U.S. Marine Corps from 1968 to 1970. Shortly thereafter, Mr. Foley attended Wake Forest University School of Law and graduated with a J.D. in 1973.

James R. Foley's experience includes the Iredell County District Attorney's Office (in Statesville, NC) up until 1974 when he moved to his current town of Huntsville, AL. Mr. Foley cofounded The Legal Clinic of Foley and Morgan (1979) and The Southern Animal Law Center (1983).
